Three-Star Grants
2007 Tennessee Three-Star Matching Grants
Documentation of all project expenditures, including the local community’s expenditure match, must be provided prior to payment of the Department of Economic and Community Development’s (ECD) matching amount. These grants are reimbursable grants. Community matching funds must be cash. “In-kind” contributions WILL NOT qualify as any part of the community match necessary to earn Three-Star Matching Grant funds.
Three-Star Priority Grant Criteria: Maximum Amount $2500
Certified Three-Star Communities are eligible for matching funds for projects that support the community’s top priorities as stated in the Three-Star program of work. The Tennessee Department of Economic and Community Development (ECD) will provide a portion of the cost of the approved project up to the maximum allowable amount as defined by level below.

- LEVEL ONE ------- Local Program Match 0%
- LEVEL TWO ----- Local Program Match 25%
- LEVEL THREE - Local Program Match 50%
ELIGIBLE PROJECTS:
- Projects for grant application MUST directly address one of the top five Development Priorities as identified in the community’s Three-Star program of work.
- Upon application approval, up to $1000 of Priority Grant proceeds may be used for the following economic development education opportunities (must be included on initial application):
- MTAS Elected Officials Academy
- CTAS County Officials Certified Training Program
- Tennessee Leadership Ctr. – Basic Economic Development Course
- U.S. Chamber Institute
- Economic Development Institute
- Three-Star 2007 Community Connection visit
GRANT DATES:
- Grant Application/Packet Due: March 15, 2007
- ALL Grant Contracts Due: May 1, 2007
- Project Completion Date: June 30, 2007
Three-Star Innovation Grant Criteria: Maximum Amount $15,000
ELIGIBLE PROJECTS:
Certified Three-Star Communities are eligible for competitive application of matching funds on projects that provide an innovative, out-of-the-box solution to current development issues. This grant is established to assist communities in projects that enhance the overall community or economic development issues of their respective communities.
There will be 3 Innovation Grants awarded and local match determined based on county population (2000 census) as defined by the information below:

Maximum Allowable State of TN Matching Amount $15,000
- ONE SMALL COUNTY GRANT – (Population to 24,999) Local Match 10%
- ONE MEDIUM COUNTY GRANT – (Population 25,000 to 59,999) Local Match 25%
- ONE LARGE COUNTY GRANT – (60,000 and above) Local Match 50%
Applications / projects will be reviewed and awarded on the following criteria:
- Innovation = 20 points
- Partnership and Leveragability = 20 points
- Impact on overall economic / community development condition =20 points
- Ability to take a development issue to the “next level” = 20 points
- Broad-based community support for project = 20 points
